New Orleans has the No. 1 per capita murder rating in the nation. A decade earlier, the city was dubbed the "Murder Capital of the Country". There is no quality whatsoever to be found here. They paid DMX a couple thousands to make a quick appearance in order to sell it as a DMX movie (he's in it for about 59 and a half seconds).
